India’s failure to get ADB and WB funds for Arunachal will have far reaching consequences: MP

ITANAGAR, Mar 26: The failure by government of India to get Asian Development Bank and World Bank projects approved for Arunachal Pradesh will have far reaching international political implications which will make Chinese lobby stronger, wrote Takam Sanjoy in a letter to the Union Minister for External Affairs S M Krishna.

Calling for intervention of the External Affairs ministry to get the projects for the state, Sanjoy in strongly worded letter further added that ‘If at all the government of India is of the opinion that taking externally aided projects for Arunachal Pradesh are to face stiff external resistance, we should not at all project any such scheme bearing international ramifications paving the way for some neighbouring countries to have political score. Government of India should have well defined economic and infrastructural policy for the state of Arunachal Pradesh with political assertiveness”.

The people of Arunachal Pradesh who are known for their patriotism are psychologically disturbed by various media reports on stalling the project for Arunachal instead of materializing ADB projects, he added.

He said that first ADB Board meeting was stalled after the Chinese objection but second meeting cleared the projects in spite of much of Chinese protests. He said that he had to meet the Union Finance Minister and DONER Minister to seek their intervention into the matter and get 60 million US Dollars anti-erosion and flood management projects through for Arunachal Pradesh.

Unfortunately, the issue got a ‘u turn’ with various ministries connected with such projects not properly handling the matter, he added.

Sanjoy further said that Krishna’s statement that India is ready to fund Arunachal Pradesh for various projects if ADB and World Bank (WB) do not respond positively has been interpreted differently by people across the board.

In another letter, Sanjoy further asked the External Affairs Ministry to take serious action against Google search Engine for showing Arunachal as part of China on  Google Search Engine. The Search Engine puts Arunachal Pradesh to be part of India in Indian version, disputed territory in American version and shows the state  as part of China in Chinese version.

“Such conspiratory and appeasement policy of Google needs strong and prompt action from Government of India. Delay in taking action against Google will have serious international ramification” Sanjoy said.

Simple apology from Google Search Engine is not sufficient enough to undo the damage caused to India especially to the people of Arunachal Pradesh and its land. I anticipate vigorous movement from people of Arunachal Pradesh on this sensitive issue unless Government of India takes prompt action, he added.

 

It is now e-Swasthya in West Kameng

BOMDILA, Mar 26:  After the successful implementation of Vaahan, Saarathi, tele education project, West Kameng added another feather in the E-Governance cap when e-Swasthya, computerised OPD Registration Software was launched here today in the District Hospital, Bomdila.

The Deputy Commissioner, Swati Sharma highlighted that the basic purpose of e-Swasthya which was to enhance efficiency and transparency in the present system.

The software will do away with the manual work thus facilitating simplification of the working procedures saving time, labour and energy. E- Swasthya would enable easy and faster summarization of a patient’s previous medical records which would help in further diagnosis and treatment by the doctors, she said.

A nominal amount of Rupee One would be charged as registration fees. Various Tests, prescribed by the doctors, like Blood grouping, sugar, RCT etc. would be conducted in the District Hospital at very nominal rates to ensure that efficient medical services are provided to the needy and poor and this money would be utilized to make the system run on a self sustaining basis.

The DC congratulated the team of NIC, District Unit led by the DIO, PK Thungon and DIA, Bimal Borah for developing and redesigning the software. She stated that the technical part will be looked after by the NIC but implementation would rest with the District Hospital. Taking into account the need for a Blood Bank, she urged the DMO, Dr. Dani Duri to earnestly pursue the matter with the concerned authorities for its early materialization.

Elated at the various infrastructural developments taking place in the hospital within a short span of one year under the able guidance and support of the Deputy Commissioner, the Medical Superintendent Dr. Ghom Lamu wished for total computerization in the District Hospital and urged the DMO and DRCHO to take up the matter in right earnest. Speaking on the finer aspects of the computerization of the OPD and replying to the suggestions put forth by the DMO, DIO PK Thungon assured of every possible technical help and supervision for the project besides assuring networking of the computers from the main server in the days to come when computers for the doctors would be made available in the hospital. Earlier, the DMO, while acknowledging the support and co-operation given by the concerned departments credited the Deputy Commissioner for making the dream of computerizing the OPD come true. AAPSU urge NESO to take up the cause of Arunachalees

GUWAHATI, Mar 26: The All Arunachal Pradesh Students Union today put forwarded various problems afflicting Arunachal Pradesh to the North East Students Organization while attending  3 days meet at Guwahati this evening.

AAPSU president Takam Tatung and general secretary Tujum Poyom in their presentation brought to light multi-problems afflicting the state and urged the NESO leadership to have parley with the Central government for its early redressal.

Speaking on the occasion, Takam Tatung informed the House that all the central schools (Kendriya Vidyalayas) in Arunachal Pradesh maintain 35% reservation policy for the indigenous students during admission. He suggested NESO leaderships to use their banner and appeal the Central government to increase the APST reservation from 35% to 50 while reasoning educational backwardness of the State. He also appealed them to press the Central government to provide North East with special education package citing various bottlenecks that prevents the region to come at par with rest of the country.

An open letter to Governor

 

Dear Editor,

I would like to express my gratitude to Governor Gen (Retd) J J Singh for taking up the cudgel to eradicate the opium menace from Lohit and Anjaw district.

I had written an ‘Open letter” to Governor last year which was published in all leading dailies after having failed in all my endeavours to convince the district officials and all concerned district authorities to take up urgent measures against the proliferation.

The quick and prompt action and effective speeches of the His Excellency the Governor of Arunachal Pradesh in district, activating the whole administration, including army, and the subsequent intervention of the central Narcotics Department has slowly but gradually strengthened our resolve to continue our crusade against dreaded opium menace.

I am sure that after having sounded the clarion call against this dreaded disease of drug addiction, the Governor would not abandon us and leave us in the hands of only NGOs but use his influence as the Head of the State to keep the whole government machinery involved in taking on this complex problem, which cannot be solved only by long time-consuming processes of statistical data collection and suggestion for solution taking alternative cultivation or other avenues of employment.

There is no dearth of employment in such resource rich state of Arunachal Pradesh.

In fact the agriculture, horticulture and the Industry departments of the district should be tightened and the officers immediately pulled up for not coming out with people friendly schemes and popularizing them to induce people for real economic development of the state, but instead of enjoying their tenures without bothering about several projects which would have given the inhabitants of the district the right direction in various fields.

I appeal to the Governor to harness the local public leaders in the Herculean task of drugs eradication, as opium distribution during every election in the districts has become the major tool for gathering votes. The large chunk of the gullible opium-addicts constitutes a sizeable population and this fact should be urgently brought to the notice of the state and Central Commission.

The AAPSU leaders reiterated their stand on Assam-Arunachal boundary row, constant harassment of Arunachalee commuters in Assam, Chinese claim over the territory of Arunachal. The Union also urged the NESO to request the Union government to seal all the porous boundaries of the north east region and also to have a clear cut stand on ‘Greater Nagaland’ while stating that two districts of Arunachal are being demanded by Naga groups.

The meeting was chaired by NESO chairman Dr Samujjal Bhattacharya and secretary general Gumjum Haider.

Baring Naga Students Federation, all the apex students organization of the north eastern states participated in the meeting.

District level workshop on RTI Act held

‘RTI Act is not contradictory to official secret Act’

ZIRO, Mar 26: A District level workshop cum training for Public Information Officers (PIOs), Panchayat leaders and NGOs of Lower Subansiri district on Right to Information (RTI) Act, 2005 was held  at Abotani Hall here today.

Speaking as resource person on the Occasion, State Information Commissioner, Bani Danggen, dwelt at length on the provisions of the Act with special emphasis on the obligations of public authority, timeline for providing information, penalties on delay or refusal in providing the information.

The Act is basically aimed at bringing awareness among the citizens about transparent and corruption free governments. Though ending corruption is not possible through this Act, but it certainly will minimize corruption in the functioning of the government, he said. Since, development or any fund for development comes for the public, the public has every right to know how and where the fund is spent.

Every Government officers or public authority has the obligation to provide the information to the public as such need to be well acquainted with all the provisions of the Act. Besides, any officer can be asked by a PIO for assistance in providing information to an applicant and in that case that officer also becomes a PIO and will be responsible for the delay or any other lapse in providing the information.

In the interaction session while answering to a question, Danggen, said the RTI Act is not contradictory to or in conflict with the Official Secrets Act. The Act has been passed by the Parliament after through examinations at various stages to avoid overlapping, as such there is no chance of conflict, instead it has become one of the best and Pro-public law, he added.

Quoting some instances of delay and refusal to provide information by Public Authorities who are not designated PIOs, leading to imposition of  penalties and other punishments to them by the State Information Commission, he clarified that any public authority comes under the purview of RTI Act; when a person seeks information, the best way is to  dispose off  applications immediately by transferring it to the right authority with an intimation to the applicant.

The Training was also addressed by ADC, W.Thikak, EAC-cum- PIO, Hage Takka.

MLAs lauds Centre for tobacco control measures

ITANAGAR, Mar 26: Seven MLAs of Arunachal Pradesh appreciated Union Health and Family Welfare Minister Gulam Nabi Azad for his initiatives to further strengthen tobacco control measures in country.

MLAs Jomde Kena, Wangki Lowang, Nang Sati Mein, Tani Loffa, Techi Kaso, Punji Mara and Alo Libang in separate extended appreciation letters to the minister, especially for the latest notification of 5th March 2010 on new pictorial health-warning of tobacco products which would be coming into force on 1st June 2010 throughout the country.

MLAs also mentioned that Govt. of India has taken the best decision by selecting an evidence based graphic health-warning since it will effectively communicate the risks of tobacco use among the children, adolescents and users with low literacy level.

As per the latest notification, both smoking forms of tobacco and smokeless forms will carry a picture of a cancer struck mouth which depicts the lethal consequence of using tobacco. The new pictorial health warning has been field tested by the Voluntary Health Association of India (VHAI) in rural and urban settings across eight States including Arunachal Pradesh.

 

National Conference on Human Resource Management

NIRJULI, Mar 26: The two-day ‘National Conference on Efficient Management of Technical Institution in Arunachal Pradesh: The HRM perspective’ began at NERIST today. The department of Humanities and Social Science and Centre for Management Studies of NERIST is organizing the conference which is being sponsored by All India Council for Technical education ( AICTE).

The Chief Guest of the inaugural function and NERIST director Dr. Joram Begi highlighting the education system of Arunachal Pradesh at the dawn of independence said that higher education started with the establishment of JN College (Pasighat) in 1964 and later establishment of RGU and NERIST in 1984 and the real beginning of technical institutions was when 3 ITIs was established during 80s and 90s at Roing, Tabarijo and Dirang. However, he said, at present there are more than 2000 schools, more Colleges and technical institutions and more to come in future with the establishment of NIT with Electrical, Electronics and Computer Science disciplines.

Dr. Begi also said the education institutes have to face lots of problem today due to various reasons. But these problems could be solved by keeping good humor faculties (implementing of UGC/AICTE schemes, pay revision etc), maintaining infrastructure including building, road, security, medical facilities, taking up student and staff welfare measures with proper guidance to  Union/ Association activities.

Several eminent academicians from various reputed Universities and college will present their research paper on various topics. The seminar will also focus on area-specific research options for better mobilization of local resources and industry-institute linkages for the professional institutes of the region and to identify the problems encountered in smooth functioning of the same.

Head of the Centre for Management Studies and Coordinator of the National conference, Prof. R.M. Pant in his Concept note said that education is a pre-requisite for development and institutions of excellence that have paved the way for country’s socio-economic development. He said Arunachal Pradesh, where academic institution was virtually non-existent at the time of independence, made an impressive progress by the dedicated efforts of pioneers.

While reviewing the growth of education in Arunachal Prof. Pant further said that a phenomenal growth in education sector has given rise to the aspirations of the stakeholders and today, focus of education planners in the state shifts from quantity to quality.

Acquisition and retention of good teaching faculty is a major challenge before academic administrators. Maintaining high motivation levels in the academic campuses is another challenge. In the midst of challenges some academic administrators in the state have created success stories using their exemplary HRM skills which suggest that in the time of change, institution imparting higher and technical education need to be managed professionally utilizing well defined management principles and HR policies. Therefore this conference aims to identify the major problems that academic institutions are facing in the region, to assess the role of technical institutions in the overall development of the state and to identify solutions to these problems using HR Management models.

Attending the conference was the resource person from and within the state, former Directors of NERIST, Professors, students and the media person. (DIPR)

 

Union demands action against illegal migrant, judicial enquiry into Nepal missing children episode

ITANAGAR, Mar 26:  All Arunachal Pradesh Student’s Union (AAPSU) and Arunachal Law Student’s Union (ALSU) has taken serious note of recent news of illegal immigrants entering capital through new proposed railway line and case of missing Arunachalee children from a monastery in Kathmandu, though since then six children have returned safely.

The two student bodies termed the incident of children going missing as tragic as those kids had gone to Kathmandu in search of better education. They feared that such act of trafficking may again occur in the future and urge state government to take precautionary measures so that such incidents are not repeated. Further two student bodies sought forming of judicial inquiry committee to find the cause of missing students and give exemplary punishment to the culprit.

The two student bodies have also expressed concern over inter-state boundary problem with Assam and harassment of Arunachalees living along boundary. In this regard they supported any move  for safeguarding interest of the Arunachal.

They have welcomed introduction of education bills which they believe is for betterment of state. AAPSU and ALSU have urged government to implement certain guidelines for the officials of education department so that it remains free from corruption. They sought strict punishment for those officials involved in illegal activities like mis-use of departmental fund and student’s stipend, ensuring compulsory supply of NCERT books, legalization of private tuition or coaching centers.

 

APPDSU’s seven point memo

ITANAGAR, Mar 26: All Papum Pare District Students Union in a memorandum to the Education Minister has called for 70% reservation of hostel seats for natives of Papum Pare at Dera Natung Govt College while the rest be given to students coming from outside the district on merit. Establishment of National Institute of Technology at Jote instead of Bhalukpong, new Government College consisting of all streams at Yupia is also in the seven point memorandum. Sufficient supply of NCERT text books in every school of district, immediate sanction of funds for construction of DDSE office Building at Yupia, boudanry wall in all schools of the district and creation of posts of Head Master and Vice Principal for Secondary  and Higher Secondary Schools in whole of Papum Pare are other demands of the Union.

The Union further informed that Minister Education Bosiram Siram has assured to look into the demands.

 

NABARD initiative to boost rural-eco-tourism in Ziro valley

ITANAGAR, Mar 26: In its endeavor to promote the livelihood opportunities of the rural people in the state, NABARD has sanctioned environment friendly rural tourism project in three villages, namely, Hong, Siibey and Biiri in Ziro area of Lower Subansiri district.

The project was sanctioned to Young Mission Adventure Club (YMAC), a local NGO based in Itanagar which has been actively engaged in tourism related activities with the support of NABARD and other agencies.  

Recently, NABARD deputed Y. Yomngam, Secretary of the YMAC for “On Location Training on Village Tourism” in Sikkim, where the scheme has been successfully implemented for income and employment generation during the past few years.

The objective of the proposal is  to develop a replicable rural  tourism model in Ziro area through  -Capacity  building Village of community to cater to tourists in Home Stays, promotion of villages as eco-tourists /village tourist destination , develop  villages as Community based Tourist Spot, increasing  socio-economic status of rural people through Eco/village tourism, increase  community participation level and to develop sense of ownership and belongingness, conservation of  biodiversity, environment, culture and tradition, generation of self employment for educated unemployed youth, drop-outs, house-wives,SHGs etc.   

The project   is to be implemented within a period of 1 year with different activities spreading over the project period.

Successful implementation of the project is expected to result in rise in awareness level on rural tourism, rise in the number of people undertaking Rural Tourism activities, income level, employment generation, better waste management, better protection to environment and women etc.

The Deputy Commissioner, Lower Subansiri has issued Letter of Comfort for implementation of the project. District Level Tourism Monitoring Committee would be guiding and monitoring the successful implementation of the project.

With the collective efforts and involvement of various stakeholders, the venture is expected to give boost to development of viable and replicable model for growth of rural tourism in the state, according to an official release.

 

Training on MIS under NREGA

ITANAGAR, Mar 26: The two-day functional Training on Management Information Systems (MIS) under NREGA for Dibang Valley district concluded at SIRD today.  

Kirto Loyi, Deputy Director and State Level Coordinator on Task Force under NREGA during the training session advised all the programme officers to be fully conscious of their constitutional responsibility to ensure that the provisions of NREGA including timely and regular updation of NREGA-MIS are met. Moreover the programme officers needed to cooperate with the DRDA to ensure that the district receives its entitlement of funds under NREGA which is possible only after full operationalisation of NREGA-MIS.

The project Director T. Siga briefed the participants on important of MIS.

The training programme was organised by Dibang Velley DRDA  in collaborative support from the SIRD and officer from NIC Itanagar. Devaraj Singh DIO Anjaw, Kirto Loyi, Deputy Director, SIRD and Hento Koyu of SIRD were the main resource persons for the programme. The participants from DRDA, Block officials from various Dibang Valley CD block  attended the programme.

The faculty support from SIRD, the DIO and the team informed  participants regarding household registration, issue of job cards, creation of works, demand and allocation of works, muster roll entries and recording expenditure against various provisions of NREGA. The training provided in-depth functional knowledge on all aspects of data entry under NREGA MIS to the participants.  

 

Training on vermicompost production ends

BASAR, Mar 26: A 3-day long training cum exposure visit on “sustainable vermicompost production” was successfully completed  on March 26 at ICAR, Basar. Altogether 25 trainees from different places of West Siang district were benefitted from the programme. The training was sponsored by NABARD Regional Office,  Itanagar.

Speaking on the occasion, Dr. R. Bhagawati, Joint Director, ICAR  highlighting the importance of vermiculture appraised the rural farmers how it can improve the texture and composition of soil, stressed on application of organic manures for its long term benefit.

The course coordinator and ICAR farm manager Gerik Bagra delivering lecture on the topic “Introduction to vermicompost” while Dr. M. Singh, Sr. Scientist, Agronomy briefly described about different composting methods.

Resource person, Pranabjyoti Sarma, SMS, Horticulture of KVK, West Siang  delivered presentation on “Components and inputs involved for establishment of vermicompost unit”. Presentation on “Vermiwash” was given by Dr. P. Suresh Kumar, Scientist, Horticulture. Dr. V.K. Choudhury, Scientist, Agronomy delivered lecture on “Role of vermin in crop production and its advantage”. He told that application of vermicompost improves the water retention capacity and aeration of the soil, besides biodynamic action which increases the organic functions of plants. A. Kiran Kumar Singh, SMS, Agronomy gave brief description on the types of earthworm involved in vermiculture and their biology. Preema Devi, Research Associate explained about packaging and uses of vermicompost.

The trainees were also exposed to the demonstration units located at ICAR, AP Centre and imparted practical knowledge about the preparation of vermicompost.

 

NRHM, TWS mourns doctor’s death

ITANAGAR, Mar 26:  The officers and staff of mission directorate, National Rural Health Mission (NRHM) has condoled the death of Dr. Nobin Dupit, medical officer, Anjaw in a road accident. Two minutes silence was observed by staff and officers in the office of mission director NRHM located at Naharlagun.

The Tagin Welfare Society (TWS), Itanagar has expressed deep shock at the death of Dr Nobin Dupit.

The premature demise of young and energetic doctor has shaken the heart  and mind of each and every one in Tagin community, Society said. Death of dedicated doctor has  created a vacuum  in  the Tagin community in particular and state as a whole.

The TWS conveyed deep sense of condolence to the bereaved family members of the late doctor  and prayed to the God for eternal peace of the departed soul.

Meanwhile, the Society   has appealed the department concerned to release immediate ex-gratia and other compensation to the family of the Late Dupit.

 

Union calls for cordial relation

ITANAGAR, Mar 26: All Papum Poma Students’ Union (APPSU) appealed to the Boro community residing along Assam- Arunachal boundary, especially at Tarasso circle under Papum Pare district, to maintain the age-old cordial relation with the people of other side of the boundary to maintain peace and tranquility.

APPSU, while cautioning those involved in alleged and ‘forceful’ encroachment of Arunachal land, urged various students and social organizations of Boro community to discourage such unlawful activities, which may ruin the relation among the people of both the states.

 

Khandu’s assurance welcomed

ITANAGAR, Mar 26: All Arunachal Pradesh Forest Workers Union appreciated the recent assurance given by Chief Minister Dorjee Khandu for regularization of casual employees.

 

Tuki assure separate department for Tea industry

ITANAGAR:  Arunachal Pradesh Small Tea Grower’s Association (APSTGA) has appreciated the assurance given by PWD and UD minister, Nabam Tuki for setting up separate department of tea Industry in the state as soon as possible. Recently members of APSTGA had met UD minister and submitted a memorandum.

The main highlights of memorandum included formulation of comprehensive policy for development of tea in the state with special reference to organic tea cultivation. APSTGA informed that climatic and physical features of Arunachal are quite suitable for production of green tea which is of high demand across the world. For this state association demanded that state government should come out with a proper policy to streamline tea industry.

Another important matter raised by APSTGA is initiation of a pilot project to convert traditional jhuming land into organic tea cultivation under self help group. Association informed that such kind of cultivation can be done with scientific knowledge and even forest investors would be attracted to invest in the state.

The main demand of APSTGA is setting up of tea development department by creating technical posts of assistant director and tea development officer in the state.

 

Tawang reeling under darkness

ITANAGAR: Tawang and Jung townships and adjoining villages are reeling under complete darkness since Saturday last after Kitpi and Jung hydel synchronized line was damaged following a breakdown of a transformer. To add to the woes of the citizens, DG sets are not being of much help as there is acute shortage of diesel in the area.

When contacted Executive Engineer, Tawang Electrical Division T T Dirkhipa said that restoration work is going on in full swing and power is likely to be back by Saturday evening.

However the assurance is of little help to people of area.

School children are facing the greatest hardships as many are writing Central board exams.

A citizen wanted to know why only select areas are getting power while common citizens have not had power supply for at least three days. Tawang which is considered the most developed in entire state, there is a power crisis and the department has no backup plan to cater to the need of the citizens, he added.

 

Longte Hate

ITANAGAR, Mar 26: Arunachal Pradesh Abotani Community Confederation (APACC) has sought the spontaneous participation by all the Nyishi and Tagin people at Longte Hate celebration to make it a grand success.

The first ever Longte Hate festival to be celebrated at IG Park here from April 13 to 15 aims to revive the lost culture and relations amongst Nyishis and Tagins.

APACC also praised Health Minister Tanga Byaling and MLA Lokam Tasar for giving patronage to celebration.
